the steps

001. Duplicate the first layer twice and set them both to screen. Duplicate only once if your image is not quite as dark.

002. Make a new layer, fill it with the color #200404. Set the layer to exclusion.

003. Make a new Selective Color Layer.
Match my settings:

Yellow
Cyan: -100

Cyan
Cyan: -16
Magenta: -53
Yellow: -12
Black: +2

Neutrals
Cyan: -22
Magenta: -5
Yellow: +8
Black: -22

004. Duplicate the Selective Color layer and set it to 90% opacity.

Feel free to stop at this point if you like the coloring, I like it all right, but I was aiming for a different feel. xP

005. Create a new Color Balance layer.
Match my settings:

Midtones
Color Levels: -45, 0, +14

Highlights
Color Levels: +54, 0, 0

Shadows
Color Levels: 0, +13, +24
